States seeking to be economically competitive increasingly confront the challenge of high numbers of lower-skilled working adults whose proficiencies do not match the requirements of the high-skilled businesses and industries states are trying to recruit and retain. In addition, lower-skilled workers seeking family-supporting careers must strive to increase their skills and often must attain a postsecondary credential. Community college occupational and technical degree programs provide a nexus to address the convergence of these two goals. Yet the critical challenge remains: how can states help working adults bolster pre-collegiate skills that restrain them from taking full advantage of these college credit-level career and technical programs? This report offers examples of a better way to meet this challenge through the alignment of two distinct systems for strengthening pre-collegiate skills: adult education and developmental education.

The Rhode Island economy faces twin challenges: a worker gap among employers and a skills gap among workers. In combination, these are fueling a squeeze on workers and businesses. On the other hand, several new initiatives have been launched by state agencies, nonprofit organizations, and local and national foundations to upgrade the quality of services and to foster collaboration across state agencies involved in workforce development. With all of these efforts to improve the workforce system, the potential exists for lack of coordination in terms of goals, strategies, and projected outcomes. With that in mind, the United Way of Rhode Island’s Building Adult and Neighborhood Independence Steering Committee conducted a listening process with policymakers, funders, employers, advocates, and nonprofit organizations to identify common ground and potential strategies to align resources and actions around a set of shared core values for a high-performing workforce development system in Rhode Island. Based on that process, Jobs for the Future prepared Good Things from Small Packages for the committee.

There is now broad consensus among employers, policymakers, educators, and the general public that everyone must collectively work to conserve resources and protect the biodiversity of the global environment. This cultural shift, which demands environmental stewardship along with economic growth, is changing how private sector employers pursue the development of products and delivery of services. The changes taking place across industries in recognition of the collective environmental challenge have created a growing clean economy — one that relies on new processes and materials and requires workers with enhanced or new sets of skills to develop environmentally beneficial goods and services. This report, illustrates effective programs being implemented in community colleges across the country to create college graduates with the sustainability skills needed for the new clean economy. It also outlines recommendations that will lead to the scaling of these programs as the clean economy continues to expand.
